Do You Need Planning Permission for a Roof Light?
For most UK homes the answer is no — permitted development covers it. Here are the actual rules, the exceptions that catch people, and how bespoke sizing helps.
Good news first: for the overwhelming majority of UK houses, adding a roof light needs no planning application at all. Permitted development rights cover alterations to a roof — including roof lights — provided a few conditions are met. The conditions are simple, but they are worth knowing precisely, because the exceptions do catch people.
The permitted development conditions
- The glazing must not project more than 150mm above the existing roof plane.
- Nothing may sit higher than the highest part of the existing roof (the ridge).
- Side-facing windows above ground level must be obscure-glazed and non-opening below 1.7m — relevant to pitched-roof windows more than flat-roof units.
A flat-roof unit on a low upstand sits comfortably inside these rules, which is why extensions gain roof lights every week without a planning drawing being lodged. Note the rights apply to houses — flats and maisonettes need permission, and a new-build estate can have its rights removed by condition, which is worth a two-minute check of your deeds.
The exceptions: conservation areas and listed buildings
In a conservation area, permitted development still generally applies to roof lights, but councils scrutinise anything visible from the street and an Article 4 direction can remove the rights locally. Listed buildings always need listed building consent — no exceptions.
